Punjab and Haryana directed by SC to file reports on steps to resolve Ghaggar flooding, 15/11/2022

Order of the Supreme Court of India in the matter of Nagar Panchayat Moonak & Others Vs State of Punjab & Others dated 15/11/2022.

The states of Punjab and Haryana were directed by the Supreme Court to prepare and submit detailed project reports to address the issue of flooding of Ghaggar river. The project reports must implement the recommendations made in the final 'Model Study Report' submitted by the Central Water and Power Research Station (CWPRS), Pune and the orders passed by the SC within a period of four weeks, the order passed November 15, 2022 said.

Before Punjab and Haryana submit the proposed detailed project reports before the court, the same shall be shared by the concerned states to the Central Water Commission (CWC). The Central Water Commission would then apprise the court whether the proposed detailed project reports are in consonance with the recommendations made by the CWPRS, Pune or not.

The bench of Justice M R Shah and Justice M M Sundresh said that in the detailed project reports "the concerned States shall fix the time-limit which shall be reasonable and which may not delay the implementations of the recommendations because every year at least minimum 25 villages are suffering because of the flood."
