The impact of the EU Emissions Trading System on households: how can the Social Climate Fund support a just transition?

The EU is planning to reduce greenhouse gas emissions from road transport and buildings through the Fit for 55 policy package and the Emissions Trading System. This paper identifies who stands to be most affected, and how the proposed Social Climate Fund can contribute to a just transition for EU households. Emissions from road transport and buildings are being targeted in new policy proposals by the European Commission to reach net-zero greenhouse gas emissions by 2050 and to reduce emissions by 55% by 2030 compared to 1990 levels.
