Report by the Telangana SPCB on the maintenance of the Online Continuous Emission Monitoring System (OCEMS) for the state, 16/06/2021

Report filed by the Telangana State Pollution Control Board with the National Green Tribunal regarding state pollution control boards in south of India not complying with the direction given by the Supreme Court (Parayavaran Suraksha Samithi Vs Union of India) - wherein the states where directed to make provision for online, real time, continuous monitoring system to display emission levels in public domain on the public portal of the concerned SPCB.

The Telangana SPCB report mentioned that the central server of the Online Continuous Emission Monitoring System (OCEMS) for the state was made live in 2017. And the provision for online, real time, continuous emission monitoring has been implemented in Telangana in 2017 and after the commencement of the OCEMS the SPCB has taken all the steps to bring all the major industrial units in OCEMS. Presently 383 industries are connected to the OCEMS. The industries connected to OCEMS include all the 17 category industries functioning in the state. Provision has been provided for the public to access the real time emission data through the TSPCB site without any register or login procedures.

"At present historical data for 30 days can be accessed by the public'' and that the OCEMS portal is being maintained properly and emissions or effluent levels are available on the portal pertaining to industries connected to the OCEMS server. The reason for showing gaps in the recorded emissions or effluent levels on the portal for industries is due to internet/data transmission issues at the industry site location.

Exceedness and data not received from industries in OCEMS server of the TSPCB is immediately informed to the industry for rectification.The Telangana State Pollution Control Board has complied with the OCEMS as per the Supreme Court directions, the report of June 16, 2021 said.
