Public private partnership in operation and maintenance of electric buses in cities

The National Institution for Transforming India (NITI) Aayog, Government of India, has taken an initiative to provide a Model Concession Agreement for introducing Electric Buses in cities for Public Transportation on OPEX (per km basis) in Public-Private Partnership (PPP) mode. In this respect, a model document has been developed based on international best practices, with a view of providing cleaner, more efficient and affordable public transportation. Under this model, the concessionaire shall be required to incur the necessary capex for procurement of electric buses, and operation and maintenance (O&M) infrastructure, while the authority shall incur operational expenditure on per km basis. The objective being to provide O&M efficiency of city bus fleet for the Authority, while ensuring bankability of the project for the private sector.
