Coping with climate change: an analysis of India’s State Action Plans on Climate Change

The National Action Plan on Climate Change (NAPCC) of India recognized the role of state and local governments in its implementation. It was clear that adaptation and mitigation challenges will only be addressed if state governments play an active role in the planning and implementation process. This led to the conceptualization of State Action Plans on Climate Change (SAPCCs). A common framework document was produced under the aegis of the then Ministry of Environment and Forests to guide the process. Subsequently, almost all states and union territories formulated their SAPCCs. This report examines the process of SAPCC formulation and, through eight case studies, provides a detailed exegesis on the highlights and shortcomings of the existing SAPCCs.
