Streets as tools for urban transformation in slums: a street-led approach to citywide slum upgrading This paper presents a strategy for using streets as drivers of citywide slum upgrading and urban transformation taking into account the requirements of disaster management and rescue and relief operations. It argues that a street-led approach to slum upgrading presents a practical and simple business case for realizing the agenda of citywide slum upgrading by gradually integrating slum settlements with the urban fabric. The paper argues that with the exacerbated extreme weather conditions caused by climate change, upgrading streets as drivers of citywide slum may become a tool for rescue, relief operations and disaster management.
