Recent actions by many governments to promote more efficient, cleaner sources of energy signify positive steps to help improve energy security and mitigate climate change. Transformation of the energy sector, however, requires that commitments to energy efficiency and clean energy be sustained on a global level for many years to come.
This report seeks to inform decision makers seeking to prioritise RD&D investments in a time of financial uncertainty. It is an update of the December 2009 IEA report Global Gaps in Clean Energy Research, Development and Demonstration, which examined whether rates of LCET investment were sufficient to achieve shared global energy and environmental goals (IEA,2009a).

The India launch of IEA
The IEA estimates that, if implemented globally without delay, the 25 IEA Energy Efficiency recommendations could save 8.2 Gt CO2 per year by 2030. Yet many governments struggle with their implementation and thus miss a great part of the energy efficiency potential.
Coal is the biggest single source of energy for electricity production and its share is growing. The efficiency of converting coal into electricity matters: more efficient power plants use less fuel and emit less climate-damaging carbon dioxide. This report explores how efficiency is measured and reported at coal-fired power plants.
Improving energy efficiency is one of the most effective measures to address energy security, climate change and economic objectives. The Policy Pathways series can help countries capture this potential by assisting with the implementation of the 25 energy efficiency policy recommendations that were published by the International Energy Agency (IEA) in 2008.
